The ownership cost buyers overlook: Morocco’s municipal services tax

A home’s annual running costs go beyond the mortgage and building charges. Municipal services tax deserves its own line in your budget, even when housing tax is exempt.

Separate the TSC from the other bills

Municipal services tax is an annual local tax on qualifying property. It is distinct from housing tax, private condominium charges and tax on rental income. An exemption from one of these does not establish an exemption from the others.

The applicable base depends on the property’s use and tax category: administrative rental value for relevant owner-occupied housing; for rented property, the statutory rental-income base must be checked. For a qualifying main residence, the 75% rental-value allowance can apply. It is not a blanket reduction for rental investments or second homes.

Two rates, determined by location

The rate depends on the legally defined zone. Do not choose a rate simply because a home looks suburban. Confirm the location classification on the tax file.

Build an annual reserve: an illustrative main residence

With an assessed annual rental value of 48,000 MAD and a valid 75% main-residence allowance, the base is 12,000 MAD. The urban-rate TSC is 1,260 MAD; at the peripheral rate it is 780 MAD. A monthly reserve would be 105 MAD or 65 MAD respectively.

The chart compares the two statutory rates on the same assumed base. It does not imply that you can select your tax zone. A let property needs its own calculation.

Before purchase or letting, check the notice

Ask for the latest tax notice and payment evidence. Compare the owner’s name, property reference, use and taxable base against the transaction file. A qualifying new-build housing-tax exemption does not eliminate TSC.

The DGI has managed housing tax and TSC since 12 June 2025. Ownership and use changes need the relevant declarations. If a lease allocates charges, make the allocation explicit; a private clause does not by itself change the person legally liable to the administration. AMJ can help identify the documents to request before you commit.

Your questions, answered

Is TSC included in condominium fees?

No. Condominium charges fund the building; TSC is a separate local tax.

Does the 75% allowance apply to every apartment?

No. It is linked to qualifying main-residence conditions, not to the type of building alone.
